There has to be some kind of way to do that one would think. At least, if not a standard tagging engine, a standardized tag "dictionary" that could be read by anyone's proprietary tagging engine. And the tag dictionary could be kept somewhere as an open-source or creative commons type arrangement for everyone to access. What other features would you like to have that aren't available today?
